1. CIVIL ENGINEER
Qualification:
Have more 15 years of closely related professional experience, 3+ years of which should be at the project engineering /engineering management levels.
Broad and extensive knowledge of :
- Design standards, specifications, codes and appropriate safety criteria.
- Offshore facilities and structures design, construction, and operations.
- Engineering Administration.
- Processes, and expectations with respect to project engineering.
Bachelor Degree S1 in engineering.
Strong organizational, management, and technical judgment skills.
Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.
Proficient in Microsoft Office suite of software programs, Lotus Notes, etc.
Read, write and speak fluent English, especially as it applies to technical and business communications.
Job Function:
The civil Engineer is responsible for :
Facilitating communication of various project execution issues among the PMT s engineering team that affect the civil engineering design.
Gaining alignment with the PMT on civil engineering needs, objective, and requirements.
Evaluates/ comments on civil work performed by the contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, and regulatory requirements. Facilitates effective execution of civil engineering and design routines that align with the project’s, goals, objectives, and procedures. Assures accurate and timely communication among the PMT and EMDC functions on civil engineering activities, progress, and issues.
Job Description and Responsibilities:
Support the lead engineer by coordinating/communicating various issues among the owners engineering team affect the civil engineering design, safety, and regulatory compliance of the work.
Facilitate and coordinate civil engineering technical work products.
Evaluate / comment work performed by contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, and regulatory requirements. Includes review of civil design drawings and documents.
Identify and assess deviations to contract technical specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures; maintains deviation control log.
Steward civil engineering queries from the contractor and sub-contractors as well as technical information requests.
Keep Lead Engineer informed of civil engineering progress, deviations, and execution concerns.
Participate in civil engineering reviews at contractors and sub-contractor locations.
In collaboration with the lead engineer, gain alignment with the PMT on project engineering needs, objectives, and requirements.
- Participate in kick-off meetings with the EPC contractor and PMT to ensure common understanding of engineering requirements, including deliverables.
- Conduct project team member briefing sessions with respect to civil engineering requirements and process.
• Coordinate owner and PMT civil engineering change management program.
• Steward the process of capturing and communicate civil engineering and design lessons learned for the project.
• Assist the Lead engineering in stewarding the EPC contractor s activities with respect to civil engineering execution including:
- Ensure that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements.
- Ensure that contractor staffs the project with adequate numbers of qualified personnel.
- Ensure that the contractor employs the appropriate design tools, including computer hardware and software.
- Ensure that the contractor adheres to all appropriate specifications and standards.
- Ensure that contractor provides all contract documents, including those referred to in the job specification.
- Reinforce the requirement for the contractor to control the work, i.e accurate and timely progress measurement and reporting.
2. MATERIAL COORDINATOR
Qualification:
Have 5 years of procurement experience.
Ability to oversee and monitor EPC contractor logistics activities including track/monitor key requirement and material movements.
Intermediate to expert equipment and materials logistics skill including contractors, Customs, Traffic, and expediting.
Detailed knowledge and application of Company requirements (e.g. DOAG, SHB).
Strong analytical, leadership, negotiation and communication skills.
BA/BS Preferred.
Daily direct procurement supervision will not be available when located overseas or rotating; therefore additional requirements are as follows:
Must be a self-starter and able to work in a virtual organization.
Job Function:
Responsible for ensuring that all materials management needs of the project are identified and addressed to meet project objectives and schedule. This person is the single point of contact within the Upstream projects procurement team for integrated logistics support of client construction organization the activities that support this function are as follows:
1. Contracting
2. Freight Forwarding
3. Customs Clearance
4. Site Infrastructure/Logistics in Host Country
5. Materials Management
Job Description and Responsibilities:
CONTRACTING:
1. Consult on initial logistics contracting strategy.
2. Develop, Execute, and Administer Freight Forwarding Agreements.
3. Develop, Execute, and Administer Customs Brokerage Agreements.
4. Develop, Execute, and Administer Spare Parts Transportation Agreements.
5. Develop, Execute, and Administer Long Lead Equipment Transportation Agreement.
6. Develop, Execute, and Administer Marine Service Agreements.
7. Develop/Review Logistics Scope of work.
8. Communicate project specifications for equipment and material preservation, packing and handling.
FREIGHT FORWARDING:
1. Identify and scope freight forwarding requirements for the project.
2. Develop and manage work orders related to freight forwarding for the project.
3. Identify and optimize cargo routings.
4. Schedule cargo movements from origins to destination.
5. Validate Freight Forwarding agreement invoices against goods receivedMonitor key performance Indicators for freight forwarding service providers.
6. Review and approve EPC Logistics Plans.
CUSTOMS CLEARANCE:
1. Establish policies and processes for customs clearance and importations.
2. Maintain country-specification import/export processes for physical movement and data flow of material within customs importation guidelines.
3. Develop and manage customs power attorney documents.
SITE INFRASTRUCTURE/LOGISTICS IN HOST COUNTRY:
1. Conduct and Evaluate route survey.
2. Identify and quantify infrastructure improvement opportunities that, unless corrected, could adversely impact the project schedule for delivery of equipment and materials at final destination.
3. Heavy Haul shipments up to 200MT.
4. Receiving, warehousing and issuance of material.
5. Sequencing of spare parts – commissioning and 2 years operating.
6. Work jointly with construction to oversee module / structure transport in/out of fabrication yards.
MATERIALS MANAGEMENT:
1. Develop processes for physical movement of equipment and material as well as data flow.
2. Manage supply chain delivery between project and drilling.
3. Project material and equipment expediting.
4. Communicate project specifications for equipment and material preservation, packing and handling.
5. Manage material tracking “in transit” through receipt at job site.
6. Coordinate and monitor multiple EPC shipping requirements.
7. Confirm ship dates and cargo readiness dates.
8. Long lead Equipment and spare parts Transportation.
